This annual report offers a general 
overview of the main initiatives and 
activities carried out by the International 
Association of Educating Cities (IAEC) 
during 2015.
The aim of this report is not to provide 
a detailed description of the actions 
carried out by the network and its 
members, but to present the major lines 
of work of the Secretariat, the Executive 
Committee and the various networks 
and delegations of the Association.

instrument of communication, we seek 
to explain the progress made, while at 
the same time encourage new cities 
and institutions to join forces so as to 
improve the quality of life in the cities 
through education.

I would like to take advantage of this 
platform to pass on my greetings to 
you once again as President and to 
take stock of the work that has been 
done by the International Association 
of Educating Cities (IAEC) throughout 
2015.
This past year I  have joined as 
some of you this privileged space of 
work provided to us by the IAEC for 
sharing experiences, socialising tools, 
knowledge and methodologies, and 
very especially for creating a sense of 
community and for building bridges of 
solidarity between cities that share the 
same principles.  
The Charter of Educating Cities is now 
25 years old, which is undoubtedly 
a cause for celebration. Some of our 
cities have been committed towards 
the principles of the Charter from 
the beginning, while others have 
gradually joined on the way from very 
diverse geographical areas, currently 
gathering together 480 cities from all 
over the world. Each of us share the 
commitment towards working on, 
and ensuring, the universal right to 
an inclusive quality education and 
promote lifelong learning opportunities 
for all. We are working on achieving 
the fact that our cities become learning 
venues, where education goes beyond 
the limits of the classroom and reaches 
the street, being joined in this task by 
the vision and complicity of multiple 
and varied agents. In other words, we 
are committed towards improving, from

education, the life of the people who 
live together in our cities.  
 
Our activity has been focused on joining 
forces and efforts in this common cause 
so as to define proposals for the urban 
space to transmit values and attitudes 
that contribute to counteracting the 
uneducating inertia and forces, thanks 
to the participation of an active, critical 
and transforming citizenship which 
involves itself in the development 
and improvement of its surroundings, 
contributing in this way to turning the 
current period of crisis also into a time 
of opportunities.  
In this sense, local governments play 
a key role, and the fact that during 
this period the number of members 
hasn’t reduced, but in fact has stayed 
the same or even grown modestly, 
encourages us to keep working with 
responsibility to continue promoting and 
strengthening the network. I would also 
like to take this opportunity to publicly 
welcome the cities who joined the IAEC 
in 2015. As well as to congratulate 
those who continue their commitment 
towards the principles of the Charter 
of Educating Cities, setting in motion 
policies and initiatives aimed at gaining 
progress in the accomplishment of their 
commitment, reviewing the proposals 
and actions being undertaken so as to 
be able to tackle the new challenges in 
a better way. 
In line with this, I am pleased to inform 
you that in Barcelona the commitment 
continues to be alive, and, so as to gain 
in cross-departmental coordination 
and in efficiency, we have created the 
Barcelona Educating City Department. 
By means of this, we have made a firm 
commitment so that the educational 
action remains present in all our 
policies.  
We encourage you to take a look at 
the pages of this annual report so 
as to get an idea of the vitality of the 
IAEC, and of the numerous and varied 
activities that the different networks 
and working groups have carried out 
throughout this past year, in fulfilment 
of the action plan. None of these would 
have been possible to achieve without 
the commitment and involvement of so 
many cities and people. Thank you very 
much to all of you for a job well done.
Finally, I  would l ike to take this 
opportunity to mention that both the 
IAEC Executive Committee as well 
as the Organising and Scientif ic 
Committees of the 14th International 
C o n g r e s s  h a v e  b e e n  w o r k i n g 
intensively on defining the contents 
and structure of our next International 
Congress. It would be a great pleasure 
for me to meet you in Rosario to share 
our challenges and achievements in 
policies aimed at better living together 
so that our ci t ies become more 
inclusive venues which are designed 
placing people at the centre.

Goals
• To promote the fulfilment of the principles of the 
Charter of Educating Cities.
• To highlight the role of the local governments as 
educating agents and to foster their recognition as 
key actors for tackling the challenges of the 21st 
century.
• To strengthen the institutional capacities and to 
improve the governance in the member cities.
• To take the voice of the local governments to 
international and national organisations regarding 
issues of interest for the members cities.
• To make the Charter and the Association known to 
new cities.
Strategic Action Plan 2015-2018
The major strategic goals fixed for the period 2015-2018 
are:
• To increase the political impact of the IAEC. 
• To improve the capacities of the local governments.
• To promote the reflection around the concept of 
the Educating City and to develop its application in 
various fields.
• To consolidate the IAEC as a global network.
Who we are?
Founded in 1994, the International Association of Educating Cities (IAEC) is a non-profit organisation, 
constituted as a permanent structure of collaboration among the local governments committed towards the 
Charter of Educating Cities, which is the roadmap for the cities who make up the association. Any local 
governments who make this commitment can become active members of the Association, irrespective of their 
administrative competences in education.

The General Assembly is the main body of the IAEC and comprises all 
the cities that make up the Association. Its role is to discuss and vote 
on strategic questions regarding the functioning of the organisation, 
to adopt agreements and control the activity of the management 
body. In 2015, the General Assembly met up in an ordinary session 
in Turin (13th March).  
The functions of the management, running, execution and 
representation of the Association correspond to this body. It is made 
up of between 11 and 15 members who hold their position for a period 
of 4 years and can be re-elected consecutively. In 2015, the Executive 
Committee met in Turin (13-14th March) and in Rosario (16-17th 
October). 
The Executive Committee is made up of the following cities:
• Presidency and Secretariat: Barcelona. 
• Vice-presidency: Rosario.
• Treasury: Rennes.
• Members: Changwon, Granollers, Guadalajara, Lisbon, Lokossa, 
Lomé, Medellín, Porto, Santo André, Sorocaba, Tampere and 
Turin.
The Secretariat is the body responsible 
for the everyday management of the 
Association. It is committed to work for the 
fulfilment of the goals fixed by the General 
Assembly and Executive Committee. It 
provides support for the territorial networks 
and member cities and promotes the 
exchange of experiences, resources and 
the generation of synergies between them.

joining the Association and started the necessary procedures. 
During this period, 10 cities ended their membership of the 
Association either in a voluntary way, or due to the reiterated 
non-compliance of the statutory obligations.

Fees
As provided under article 32 of its statutes the IAEC, as a 
non-profit international body, is financed, by the dues paid 
by its members, as well as grants and special contributions 
to projects by other public or private entities, donations, 
inheritances or legacies and income from its own equity. 
Membership dues are fixed according to the city’s inhabitants 
and the country’s Gross National Income per capita.

The IAEC promotes the creation of territorial and 
thematic networks. The territorial networks are 
decentralized branches made up of member cities from 
a specific territory. For their part, the thematic networks 
bring together cities interested in working in a joint way 
around a specific topic, either with cities from the same 
country or region, or with cities from other countries.  
The networks represent a fundamental axis so that 
an Association of these characteristics can grow and 
provide specific attention to the needs of each territory. 
As a consequence, the IAEC allocates around one third 
of the revenues from the fees to provide support for 
the territorial networks and delegations. The cities that 
coordinate them and those that support them, contribute 
their effort, resources and knowledge. 
By means of the organisation of all types of activities, 
the networks strengthen the exchanges, the cooperation 
and the common projects among their members. In the 
territorial networks, joint strategies are developed with 
the aim of establishing common positions regarding 
topics or issues that can influence the local policies. 
Cooperation is also promoted with other networks of 
municipalities, institutions or group collectives with 
common interests.  
During 2015, several member cities hosted meetings of 
the different territorial networks. 
Toluca was the venue for the 3rd Meeting of the 
Educating Cities of Mexico, Central America and the 
Caribbean (23rd-24th April). During the Encounter there 
was a meeting of the cities of the Mexican Network. The 
cities of Miranda do Corvo (6th March) and Braga (3rd 
July) hosted two Meetings of the Portuguese Network 
and the city of Almada the 6th National Congress of the 
Portuguese Network (11th-13th November). 
A meeting of the Asia-Pacific Network took place in 
Changwon (28th May) with the aim of progressing with 
the preparations for the 7th Meeting of the Network which 
was held in Gumi (3rd and 4th November). Parallel to this, 
Santo André hosted the Meeting of the Brazilian Network 
(3rd and 4th November). For its part, Rivas Vaciamadrid 
and various Spanish cities hosted a number of meetings 
of the Follow-up Commission and the thematic networks 
of the Spanish Network. It is also worth highlighting the 
meeting of the group of member cities from the Northern 
Europe which was held in Helsinki (22nd September) 
with the aim of advancing in the constitution of a new 
territorial network.
The networks are represented in the Executive 
Committee of the Association either by their coordinating 
cities or by cities included in the network.

What we do?
International Congresses
The International Congresses take place 
every two years and represent a key 
moment for the Association given the 
fact that they allow widely dissemination 
of the work carried out by the member 
cities, with regard to a specific theme 
inside and outside the network.  
During the Congresses, member cities 
have the chance of exchange and to 
make their best practices known and to 
take an in-depth look at certain aspects 
of the Charter of Educating Cities. They 
are also an opportunity for establishing 
new contacts, the creation of synergies 
and mutual learning. Furthermore, they 
play a notable role in the diffusion of 
the Charter of Educating Cities and in 
the extension and consolidation of the 
Association in the countries where they 
are organised. 
The study visits to initiatives of the 
organising city of the Congress and 
exchanges with local stakeholders 
are other relevant elements in the 
programme of the IAEC Congresses. 
For the host city, the organisation of the 
event contributes to the fact of different 
municipal departments and institutions of 
the civil society becoming aware of their 
educating role. Therefore, the Congress 
is a unique opportunity to visualize the 
city’s commitment towards education 
in the widest sense, and to attract the 
media and make it known to the rest of 
the world. 
The Final Declarations of the Congresses 
allow the member cities to highlight the 
work carried out, promote changes that 
will guide the future action, and lobby 
the governmental organisations on the 
importance of policies of proximity.

Dear friends,
As Mayor of Rosario it is a great pleasure for me to 
inform you that we are working to welcome you at the 14th 
International Congress of Educating Cities which will take 
place from 1st to 4th June 2016.
Rosario has made much progress within the framework 
of the IAEC, since 1996, year in which we adopted the 
Charter of Educating Cities with the aim of contributing to 
the construction of a better city for our citizens, but above 
all to be able to share experiences with cities from all over 
the world, united by this common goal. 
We are well aware that the current major challenge of 
societies is to find new and better ways of living with 
together, to share spaces, rules and regulations, streets, 
words, codes, customs. We know that living together is 
learned by exercising coexistence day after day, and 
there’s always one more step to give. From the local 
governments we carry out actions so that this can happen, 
because it is our duty to play an active role so that this 
learning can take place. 
It is for this reason that we have chosen to think together 
in the Congress the theme “Living together in our 
cities”. We propose organising the exchange of ideas 
and debates around three axes and challenges: that of 
building cities; of achieving equality in the cities; and 
the challenge of inhabiting the cities, as a commitment 
towards the construction of fairer communities, that 
promote solidarity and respect diversity, highlighting equal 
opportunities and social integration as the principles that 
enable this construction. 
As organisers of the coming congress, we are taking 
important steps so that you can get the most out of this 
unique opportunity of meeting and exchange. Our major 
goal is to lay the conditions so that the work carried out 
in Rosario allows each and every one of the cities to put 
strategies for daily actions into practice with the aim of 
improving the quality of life.  
Within this framework, we have set up an Executive 
Secretariat; an Academic Committee; an Organising 
Committee that counts on representatives from all the 
areas of the Municipality of Rosario and a Committee of 
Honour that gathers together relevant personalities from 
our city.  
In Rosario we are convinced about the important role 
that cities have been called on for promoting, along with 
our neighbours, the creation of educational fields that 
educate, that are more human, more sustainable and 
where everyone fits in. We invite you to take a tour around 
the city and to discover it in each space, but fundamentally 
that you get to know the most important thing that this city 
has, that is the simplicity, solidarity and the warmth of its 
people.

Educating Cities Award
With the aim of recognising and providing international 
visibility to the work that the member cities carry out 
so as to improve the quality of life in their cities, in 
November 2015 the Executive Committee agreed the 
Conditions and called the first edition of the Educating 
Cities Award.  
The Award will be granted to three innovative 
experiences from three member cities, for their 
contribution and initiatives aimed at best living together. 
Cities working for the collective wellbeing, providing 
attention for diversity, fostering equality, participation, 
access to public services and information, and the 
development of social ties so that everyone feels part 
of them are good candidates for the Award. But equally, 
cities, which have spaces and opportunities for meeting, 
in which the citizenship can have a direct effect and 
influence on the formulation of the public policies, and 
in which it is possible for joint solutions to be sought to 
the new challenges. 
The winning cities of the first edition will be invited to 
present their initiative in a plenary session of the 14th 
International Congress (Rosario, 1st - 4th June 2016).
The Association and its networks open up channels of 
dialogue so as to offer personalised attention to their 
members and to be able to respond to their demands. 
In this sense, the establishment of contacts is promoted 
between the member cities and collaboration is 
provided in the organisation of study visits with the aim 
of fostering the knowledge of notable initiatives in situ. 
Furthermore, after the electoral processes, advice and 
support is provided for the new municipal teams with 
regard to the commitment of their cities towards the 
principles of the Charter of Educating Cities, as well as 
to those cities who wish to join or have recently been 
incorporated.     
Personalised Attention
Collaboration with other 
entities
The IAEC collaborates with other organisations or 
institutions with similar or coinciding interests, in the 
organisation of meetings and the starting up of joint 
projects. It is worth pointing out the fact that the IAEC is a 
member of the Executive Bureau of the UCLG. Moreover, 
the IAEC receives invitations to participate in various 
events and forums promoted by third parties which allows 
its work to be made known, and to share knowledge and 
methodologies.

Communication
The Association aims to achieve a broad dissemination of contents and best practices and to do so it makes use of 
various channels of communication. This provides visibility to the work that member cities carry out and achieve the fact 
that new cities become aware of the educational impact of the diverse municipal policies and actions, and to ensure 
that they are strongly committed towards education. 
The newsletters contain: an editorial, interviews with 
mayors, two city experiences, news of interest and 
information about the various territorial networks. The 
issues published in 2015 include interviews with the 
Mayors of Barcelona, Munich and Rennes as well as 
best practices from the cities of Geneva, San Francisco, 
Helsinki, Mexico City, Morelia and Andong.

technological point of view. By means of statistics, we can 
get to know the interests of the users and to personalise 
specific contents for different groups or audiences. This also 
allows a greater scope and makes the Association’s printed 
publications longer lasting.

Educating Cities International 
Documents Databank
Since its beginnings, the IAEC has promoted the creation 
of spaces and tools so that the cities can share models of 
intervention and best practices and can learn from each 
other. 
The BIDCE is made up of a Bank of Experiences and a 
Documents Database wich can be consulted freely by 
Internet and which stores a large quantity of ordered and 
interrelated information. 
• Experiences of all the areas of local political action.
• Experiences that can be replicated and/or adapted by other 
cities.
• Experiences that illustrate the diversity of the cities included 
in the Association.
• Experiences that have led to positive urban and social 
transformations that benefit the citizenship.
• Innovative experiences that provide added value or 
something new in relation to the existing experiences in the 
bank.
The Bank of Experiences contains more than 1,000 
experiences, which illustrate the implementation of the 
principles of the Charter of Educating cities, which can be 
consulted in the three official languages of the Association: 
Spanish, French and English. 
In 2015, 21 new innovative experiences were published that 
can be adapted and put into practice by other cities. 
In a complementary way to the consultation of the Bank, 
from the Secretariat best practices of the member cities are 
periodically made known, either in digital format as “Focus 
Experiences”, or by means of printed publications.
In 2015, the Focus Experiences tackled issues such as 
socio-community intervention, the promotion of living 
together and public space maintenance and preservation, 
social volunteering, or the new conception of the libraries as 
meeting spaces and for lifelong learning.

Exhibitions
From the Secretariat and the territorial networks work is done 
on designing communicative actions that contribute to the 
consolidation of the work carried out and the development 
of synergies between the municipal government and the civil 
society.  
In 2015, the Travelling Exhibition “Educating Cities: Local 
Actions, Global Values”, which includes experiences from 7 
member cities and information about the Association, was 
presented in Sao Carlos (Brazil).
Parallel to this, the Latin American Exhibition of Educating 
Cities “The principles in Action” was presented in the cities 
of Esquel, Godoy Cruz, Pergamino, Río Cuarto, Rosario and 
Totoras (Argentina) and Montevideo (Uruguay).
For its part, the travelling exhibition of the Portuguese 
Network was presented in 5 cities (Loulé, Fundão, Pombal, 
Santarém and Silves). The exhibition presents a selection 
of projects and best practices from the Portuguese member 
cities. 
These exhibitions provide to the members a tool for 
advancing and consolidating their policies and initiatives 
as Educating Cities. The IAEC invites all the cities that host 
them to carry out an introspective work of reflection about 
the actions that are undertaken for improving the quality of 
life of their citizens and for identifying the progress made 
with regard to the fulfilment of the Charter. It is also an 
opportunity for the cities to make public their commitment 
towards citizen education as a strategic and transversal axis 
of their political project.   
The modalities of the territorial exhibition help to reduce the 
waiting times and the costs of the move and allow a greater 
scope.
